You should take your iPhone 5 to your nearest Apple Store for an evaluation. 

Activation requires a SIM card.

Beyond that, most activation issues are the result of a device that has been hacked or jailbroken.

If the device has been hacked or jailbroken, no support can be provided here and Apple will not touch the device.
