Q: I am unable to make in app purchases restrictions are not on

Purchased a new iPhone 6S and am unable to make in app purchases in Game of War. Can you help. I have checked to make sure there are no restrictions set and reset these. CC was re-entered and still unable. Can you please help

iPhone 6s Plus, iOS 9.2

I've had the issue a couple of times, and it was corrected by reentering the CVV code from my credit card.
