Welcome to Apple Support Communities.
If I understand correctly, there's an issue that's preventing your PC from syncing your iOS devices wirelessly and connecting to the iTunes Store, but you are able to workaround the issue temporarily by doing a Winsock reset. The article below provides a lot of great information that may help you resolve this issue by identifying and removing any conflicting Layered Service Provider software that may be installed on your PC.
If you see error 0x80090318 when you try to open the iTunes Store - Apple Support
