Q: 'Move' vs 'Copy' on a shared folder

We have two Macs, both of which are running Yosemite (I believe--I will need to double-check).  One Mac has a folder which is shared with a user on the other Mac.  At some times, one user can 'move' files to the shared folder by dragging and dropping and the other can only 'copy' files this way; at other times, this is reversed and the second user can 'move' files by dragging and dropping and the other can only 'copy' files.  Both users have full permissions to the folder and its subfolders.  Is there any way to have it so both users can 'move' files to the folder at all times or is this a read/write protection type of issue (like with a file being read-only if someone else already has it open)?

(A sub-question: if a user 'moves' a file to the shared folder, does it still leave a copy behind in the old location, as with dragging files to a network share in Windows, or it that only when the file is 'copied' rather than 'moved'?  If it's the former, then my question above is moot, as the thing we're trying to avoid is having a copy of the original file left behind when it is moved to the shared folder.)

Copying files will leave a copy on the Source.

You should be able to move files by using the Command key held down when you are dragging/dropping files from a Source to a Destination. Look at the link I provided under the Finder section and scroll to the bottom of that section.
