you may need to deauthorize a computer a few times using iTunes on a windows PC. If that still doesn't work I would contact Apple Support (at the bottom of the page on the above link).

When computers or devices are authorized for automatic downloads from a given Apple ID they cannot be deauthorized or reassigned for 90 days. This kind of authorization limits you to 10 computers/devices of which no more than 5 can be computers. The other mechanism controls downloads, and playback & transfers of protected content. Here you are limited to no more than 5 computer authorizations for the Apple ID. Typically these can be lost when switching or upgrading computers. The deauthorize all command applies here and cannot be used for a year after being used. You may be able to contact Apple Support and ask if they can reset your authorizations if you are not currently able to do it yourself: https://www.apple.com/support/contact/
