Q: Airplay won't connect

I have a MBP (Late 2013) running El Capitan (10.11.2) and am having serious issues getting it to connect to my Apple TV (2nd Generation). It has worked in the past without issue but for some reason at the moment it absolutely will not connect.

I've tried just about everything. Here's a short list:

Updating both the MBP and the Apple TV.

Restoring my Router and Apple TV to factory settings and reconnecting them.

Restarting all devices multiple times

Flushing my DNS cache

Basically you name it and I've done it, short of reformatting my MBP and starting over. Each and every time I get a "Could not connect to Apple TV" error, apart from in iTunes where I receive a "connection timed out" message.

I've noticed something strange that may suggest an issue with my MBP. My Apple TV right now is completely disconnected (unplugged from the power), however my MBP still has the Airplay icon and shows my Apple TV as an option for Airplay, which obviously makes no sense given it has no power.

Can anyone help me figure this out?
