Two ways: through iTunes in the computer, or "Over The Air", directly to the iPhone.
Method one: most of the time faster, and downloads the whole iOS file, method two only the changes are downloaded directly into the iPhone.
Actually iOS9.2 is the actual update for iOS, thus you already have the latest.

If you have iOS 9.2 on your phone, it's already up to date.

If you mean something else, please explain.
