If it was an in-app purchase, contact the application's developer. If not or they won’t give you one, click here and ask the iTunes Store staff for a refund.

HI, I have two charges pending on my debit card one I authorized and one I didn't, how do I dispute the unauthorized charge?
How much is it for e.g. is it a temporary store holding charge : About payment card authorization holds in the iTunes Store - Apple Support ? Or do you have an auto-renewing subscription or pre-order due ? Does anything show on your account's purchase history (or family members account if you are a family organiser in family sharing) ?
