It might take up to 24 hours to activate iMessage and FaceTime. If you've waited more than 24 hours, follow these steps:
- Make sure that your device has the latest version of iOS.
- If you're using an iPhone, contact your carrier to make sure that you can receive SMS messages.
- Contact Apple Support.
What did Apple Support or your phone carrier say when you contacted them about your issue?

If part of the troubleshooting tip is to update to the latest iOS version and you don't want to, then you're not here looking for help.
Either do as suggest or don't use imessage.

My friend have 6 plus on iOS 9.2 and he have same problem. -

Unless they receive your text they will not attach your phone number to your account, otherwise other people could get your messages (security breach). When Apple id is active and it is on your phone, only your carrier can assist with proper forwarding of those messages. Contacting Apple pointless. Ask your carrier questions, "do I have international SMS plan" "do I have funds to cover international SMS" " do you see any messages being send to different country/city right now?" Escalate call if you feel like first level of support can't provide enough info. Nobody here or at Apple will help you, only your carrier.
Also according to article below only your carrier provides iPhone support in your region, so hopefully they know what to do.

He didn't lie to you - they use to be able to call Russian Apple, it is unfortunate what is happening now...
