If this is software, then whether there's anything on the system depends on how the reinstallation was performed. Apple suggests How to reinstall OS X on your Mac - Apple Support for erasure, and — in this case — either Target Disk Mode from another Mac with a compatible port and cable, or downloading an OS X kit from the App Store and creating a local installer or Internet Recovery might be tried. For a hard disk, an overwrite — a full disk erasure — is usually recommended. For an SSD — these work differently than hard disks — just a simple erase and a reinstallation of OS X is usually enough.

Right now I'm just getting a gray screen with an apple logo and it seems to try to go into safe mode and then the computer restarts and no matter what I try to do I cannot get past this to do any of the steps mentioned.
I did reinstall a new OS at the point when the computer was working and at that point, I had no personal files on there.
Any tips on how to get past the computer restarting at the gray screen so I can go back to try and delete items? I tried to press command R and it does not work. Thanks!!

Either in Safe Mode or from another Mac if Safe Mode is not working, create a local installer, plug that into the problematic Mac, and power up holding the Option key and select the USB flash disk to boot from, or use Target Disk Mode and a compatible cable from another Mac.
