Q: Photos cannot repair permission

So my sister just got a new Macbook Air (coming from a 2010 MBP) and I'm trying to get her old iPhotos and Photos library from the old MBP onto the MBA and I'm having issues. I did a TimeMachine backup of the MBP onto my external HD, and tried to open/import the Photos and iPhotos library. When I try to click on the two libraries, it gives me this error: "None of these files can be imported into your Photos library."

 

So I figured I have to open Photos by holding the option key and opening the libraries like so from my external HD. When trying to do that, the iPhotos library (named iPhoto Library.migratedphotolibrary) is grayed out and I cannot click on it. The Photos library, which I can click, will give me this error: "Photos was unable to repair permissions on your library." and only gives me the option to quit.

 

So I'm not really sure what to do at this point. Any advice would be greatly appreciated.
