Posting that picture is not a good idea on a public forum. I'm asking the hosts to edit it.
Your cellular carrier should have your IMEI number. Also, if you have synced the device with iTunes, you can recover the IMEI number there. Open iTunes, go to Edit>Preferences>Devices, and then hover the mouse over the backup of the device to recover the number.

Somebody snatched my phone on the road. I was walking and talking on the phone. They was following me and they snatched my phone and ran away. Unfortunately I also not open the option of find my iPhone. Do u have address of Apple.

If you did not sync the device, then the only way for you to get the IMEI number is to contact your cellular carrier. They would have it. Apple does not have your IMEI number, since you have nothing to connect you to the phone. Without Find My iPhone activated on the device, you will not be able to track it, and the device is probably already been restored and in use by another person. Your carrier needs to disable your SIM, and they can blacklist your IMEI.
While the information to contact Apple is at the bottom of each page here under the Contact Us section, there isn't anything Apple can do for you. They cannot track the device, nor provide you with your IMEI.
