Jan 17, 2016 4:18 PM in response to Honksby Kenichi Watanabe,First, make sure the headphones plug is fully inserted into the shuffle's headphones jack. The fit can be tighter than expected, especially when brand new. It should "click" into place.
If that's not the problem, try different headphones to rule out faulty headphones as the cause. The shuffle can receive remote control signals from the headphones cord. It may be receiving a false signal from the cord, even if the there are no remote control buttons.
