Thanks for using the Apple Support Communities. I'm sorry to hear you are having these issues upgrading the OS on your Mac. I'm a bit unclear on exactly what you are describing or what you are seeing when you try to set up your iTunes Store/Mac App Store account, but if you already have an Apple ID, you may want to double-check the process outlined in the following article:
