The bluetooth version is not dependant on the iOS version you are running. Its dependant on the Hardware.
Every iPad since the iPad 3 has had Bluetooth 4.0. The iPad Air 2 and the iPad Pro feature Bluetooth 4.2

There's a model number on the back of the iPad under the text "iPad" in the form of A####. Use that to identify your iPad on this page:
