Jan 19, 2016 1:47 PM in response to SheSillsby Niel,If you're certain that you won't be using iPhoto again, yes. Note that the media files are hardlinked, so deleting exactly one of the iPhoto or Photos libraries won't free up anywhere near 45GB of space.
In any case, you should have copies of both libraries, as well as any other data you'd like to keep, on an external drive. As with all drives, the internal one may fail at any time, and eventually will.

But
No it is not using twice the space and deleting it will not save much space - Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support
and you can still use it - you need iPhoto 9.6.1 - if your software is not up to date see Can't Update iPhoto because it is not available in the App Store
If you do choose to delete it be sure to have a good archive in case you do need it later
