Q: Unable to send pictures through text after update 9.2.1

I am unable to send pictures through text messages after I updated my phone with the 9.2.1 update last night. I can text but when I try to attach the image it will let me pull up my photos but once I select it then it just goes back to the text as if I had never selected a photo. I have tried with several different numbers to make sure it wasn't an isolated incident and the problem is persistent. Please help.

iPhone 6s, iOS 9.2.1

    Okay so after I changed APN settings the phone took a moment before going from 4G to LTE.  The phone will send pics while not in LTE mode, but as soon as LTE is activated it won't send pics via text message anymore.

    This was the clue I needed but from the other side.  I leave "Settings -> Cellular -> Cellular Data" off unless I need it on the road and this must be enabled (see https://discussions.apple.com/thread/4338986 for more on this.)  I made the incorrect assumption that iMessage did everything over IP through Apple's servers.

     

    This seems like the kind of problem that could be explained in the text telling you the message wasn't sent
