Q: Do photo images have to be stored in the iCloud?
I just purchased a new iMac ...replacing my old duo core intel 20"...and my situation is that my internet connection is by a satellite which has a limited monthly data plan. There is no easy seamless downloading with my modem, and some interruptive buffering and wait. I'm hoping I might be able to upload my Creative Suite 5.5 into the system to use Photoshop, but have read compatibility issues. I see there are some plug in fixes, so we'll cross that bridge shortly I'm sure.
Otherwise, I'll have to constrain myself to my MacBook Pro for image work. Anyway...comes the issue of storing images, and I'm a bit confused about the whole Cloud thing. I understand the advantages, and that what is in the Cloud can be accessed from anywhere, and by multiple devices. In my situation, where I a data plan...I can't risk or afford data chatter. Will the new system have an option to turn off the iCloud...and just store my images, video, etc., on the drive? I use external drives as well...for storage.

No. The use of the iCloud Photo Library is totally optional and is designed to since photos between your Mac and any mobile devices or other Macs that you have.
When you first start using Photos do not select the iCloud Photo Library in Photos' iCloud preference pane:
If you have a mobile device you can select My Photo Stream and iCloud Photo sharing as they use WiFi for their transfers. More on My Photo Stream can be found in this Apple document: My Photo Stream FAQ - Apple Support
HOWEVER, Photoshop will not have direct access to the photos in the Photos library like it did with iPhoto. You'll have to export the photos to a folder on the Desktop and edit them from there with PS.
The newest CS apps may be able to access the Photos library via the File ➙ Open menu option and using the media browser as we can with Safari in El Capitan:
