Q: my iphone 5c won't update/restore/download apps

I have an iPhone 5C, on iOS 9.2.

My iPhone won't let me download any apps or update any. When I try, it says 'Unable to Download App. "App" could not be downloaded at this time.'

I have tried restarting my phone, using a different Wi-Fi network, and a **** of a lot of other solutions, none of which seem to work.

I have also tried restoring my iPhone via iTunes on my laptop, and that doesn't work either. Because, when I try to restore it, iTunes also tries updating my iPhone, which doesn't work. I get the message 'There was a problem downloading the software for the iPhone "iPhone". The network connection was reset. Make sure your network settings are correct and your network connection is active, or try again later.' I have tried changing my network, but that doesn't work. I have also tried putting my phone in recovery mode and updating, but that doesn't work either.

And I have tried downloading apps onto my laptop via iTunes, but I get the message 'The network connection was reset.'

I have also reset my settings on my phone, but to no avail.

Can anyone please help? I am running out of options.
