I understand that updated playlists and music on iTunes on your computer are not updating on your iPhone. This indicates that your iCloud Music Library may be disabled on either one of your devices. Please make sure this option is enabled in both iTunes on your computer and on your iPhone.
Sync Apple Music across your iPhone, iPad, iPod touch and computer
