System Preferences/Date & Time/Date & Time - is Set date and time automatically checked? In the Time Zone tab is your location correct and is Set time zone automatically using current location checked?

Clarification question - you set things correctly, then they change by themselves? Try going to your user/home folder/Library/Preferences/Com.apple.system preferences.plist. Move the .plist to the Desktop.

Restart the computer, open the application, and test. If it works okay, delete the plist from the desktop.

If the application is the same, return the .plist to where you got it from, overwriting the newer one.

This sounds to me like a failed/failing motherboard. You say that the MacBook Air is not charging? That could indicate a problem with the power board, or a problem with the battery itself not being able to hold a charge (you don't say how old this model is).

In addition, losing the date/time settings is usually a problem with the backup battery/supercapacitor which does things like keep the clock running while the machine is off. If this fails, the system loses track of time which sounds exactly like the problem you're having.

A SMC/PRAM reset might help, but it may also be a problem that requires a technician to replace the faulty part.
