Q: If I activate a global version Iphone (A1687) in Dubai, will it get facetime?

I am planning to buy an unlocked global version Iphone 6s plus (A1687) in Dubai. I know that local version Iphones sold by Apple AE there do not have (and will never have) Facetime. So my concern is, even if the phone version is global (which, of course, I won't be buying from Apple AE), if I active it in Dubai (or anywhere else in UAE) will it have Facetime or not just cause I activated it there?
