    If it's the activation lock keeping you from setting them up, no.

     

    Without a connection to Apple and carrier servers, no.

    Are you connected to wifi? You will have to be on wifi or put the SIM card from one of your newer iPhones into your older one in order to connect to apple's servers. Then, type in the Apple ID password and you should be set. Go to settings -> general -> reset and reset the iPhone. If you need any other help please feel free to ask!
