Q: how can I transfer music from ipod to new computor windows 10

I understand that you would like to transfer your music from your iPod to your new computer. Let's go over your options to get this working. 

Now for starters, you would not be able to import your music that was ripped form CD's. You would only be able to import any purchases that are stored on your iPod. Take look at the the first article to go over

Now this does not mean you can't them, it just means that you need to get the media from your previous iTunes library. The way yo do this is either going to be Home Sharing or by using an external drive to copy the information over  to your new computer.
