    On the device, open Settings, General, and then About. If the model number has AB or AE just before the slash, it won't have FaceTime in Argentina; if it has a different region code, check the device’s restrictions.

    It is unclear from Apple's docs whether you can access FaceTime on devices purchased in places like Dubai even if you are actually located in areas of the world that do support it. However, here are the steps to try: Find a missing FaceTime app - Apple Support

    facetime is prohibited in the UAE. My ipad pro purchased in Dubai does not. I live in Argentina. how do I install it

    If the device originated from Saudi Arabia or the United Arab Emirates, it won’t have FaceTime in Argentina. If it was bought in those countries but originated from elsewhere, it depends on where it came from.

     

    Regardless of where it came from, there is no way to manually install or remove FaceTime from it outside of the restrictions. The other settings that control whether or not it appears aren’t accessible to people using it.

    You can't download it nor install it in a device sold by an authorized reseller in Saudi Arabia or UAE.  As a condition of sale in those countries, the governments of those nations mandate that Apple permanently disable FaceTime in the iOS install on on this devices.  You will never have FaceTime on such a device. Sell it and buy a device in your own country for use there.
