I think you said the police requires proof of ownership, for you to get your stolen iPhone back. Isn't knowing the iPhone's passcode (to unlock it) proof that the phone is your phone?
Did you purchase the iPhone from an Apple Store, or from a "person"? If it was from Apple, contacting Apple's customer support (for your country or region) would be the best thing. This forum is for Apple's user discussion, not the actual customer support. If it was purchased from another source (not from Apple directly), you'll have to contact that source.
