Unfortunately, given the steps that you have already tried, you need to contact Apple Support (mail-in service may be available) or make a Genius Bar reservation with a view to having your watch serviced under warranty:

"If you see the Apple logo .. during startup, and your Apple Watch appears to restart or never fully starts up, contact Apple Support"

Actually, I'm now in Myanmar, a country in SE Asia , I bought this watch from Singapore and I've owned it for abt 2 months only .
there is no contact support for Myanmar ..
So i have to go back to Singapore ??
Any opinion?? Or suggestion ??

Hardware service under warranty is available in any country where Apple Watch is available to buy from Apple or from an Apple Authorised Distributor.
