Your Billing Address on both the Apple ID account and on the Credit Card must both be in the country you want to sign into the iTunes Store in. You must have a physical address in that country.

Your option:
Order a physical disc online from e-bay, Amazon or others then import it to your computer iTunes Library.

But also, different countries have different rules about what can and cannot be sold in their iTunes Store. Each Store is specifically set up for the country in which it is operating.
