It sounds to me like your Outlook will update your tasks correctly when you do not have iCloud enabled but then goes awry when you enable iCloud. I would use the "Calendar, Contacts and Reminders" section of the following article to help you get that troubleshot:

Due to the nature of your issue or question you may find more information by using another one of Apple's support resources - https://getsupport.apple.com/GetproductgroupList.action.
