You can turn off iCloud Drive on your Mac (system preferences > iCloud > iCloud drive > off) and access iCloud Drive via your browser at iCloud.com > iCloud Drive.

Is there any way to upload multiple files (complete folder with files and subfolders) in iCloud Drive using Safari?

Apple TVYou can create new folders via the web browser and then drag multip[le files into them, it's not all that much additional work.
