Q: Garageband app costs money to redownload?

I have an iPhone6s and deleted the garageband app that came free with my iphone when i first purchased it but when i went to redownload it, it said i had to pay $4.99

I purchased my iphone on 11/29/15 so i don't know why it would cost money to redownload it…

iPhone 6s, iOS 9.2.1, 64 GB

Just figured it out!

After calling Apple directly, they were able to fix the problem by undoing one of the purchases(?).. Not quite sure but the people I talked to were very friendly even if I did end up waiting ~1.1 hours to get it fixed
