For the Family Sharing setup to work, you would need to use the individual iCloud Apple ID accounts for your children and your iTunes Apple ID for you, the organizer.

Still I cannot enable Ask To Buy for only one of my children which seems inconsistent if I can do it for the other two...

Just to clarify ... I am not suggesting you all share the same iTunes account (Apple ID) as you did in the past to buy from the iTunes Store.
With Family Sharing, only the organizer should use that Apple ID, and everyone else should sign up for Family Sharing using the Apple ID they use for iCloud.
Is it possible that the child that is having the issue with Enable to Buy did not join the family using the iCloud Apple ID?
