boot to that device by restarting and holding down OPTION, then choose the installer
erase your HD with disk utility and format Mac Extended Journeled.
Alternatly if your computer supports recovery mode

boot into recovery mode

erase HD with disk utility and reinstall the default OS, then when it completes boot to the OS , go to the App store and download OS 10.11.3
once the OS is installed you will promote to migrate data from a previous computer to the new one. If you skip this process you can use the migration assisting to run it at a later time.

it is highly recommended you back up your system with Time Machine before proceeding as both processes will destroy all data on the drive. It is also recommend you remove any other external storage device in the event you install or erase them by accident.
