Welcome to the Apple Support Communities! I'm sorry to hear you are having this issue with your Mac. I also apologize, I'm a bit unclear on exactly what you are seeing beyond this screen. If your Mac is freezing or stopping during startup and you aren't progressing past this screen, you may want to try starting up in Safe Mode as outlined in this article:
Try safe mode if your Mac doesn't finish starting up - Apple Support
On the other hand, if your computer is able to start up and the main issue is the red tint to the screen, it may be an issue with your external display connection to your Mac Pro. If so, you may find this article helpful:
