Q: Windows 10 Desktop can't access file sharing on Yosemite Macbook

I have a Macbook pro and a desktop with windows 10.

I set up the workgroup in WINS, turned file sharing on (SMB and AFP) in both systems preferences/Control Panel, assigned share folders and users etc., and did seemingly everything according to what instructions online have said.

When I look in "Networks" in file explorer, I only see my desktop PC. The macbook isn't listed. I try typing \\MacbookName into the explorer bar but it says that it "Cannot Access" my macbook. When I "Diagnose" the problem, it says "file and print sharing resource (MacName) is online but isn't responding to connection attempts."

I can type in \\MacbookIPFromSharingMenu and it brings up a credential screen, but none of my user accounts or passwords work.

The Macbook is able to access the PC fine by using "Connect to" in Finder, but I haven't been able to do anything to get my desktop to recognize the macbook.

after doing everything noted in the OP, including giving permission to my mac user name for each shared folder listed in options, I opened Network on my windows 10 machine.  at the Network address bar, i entered the sharing address shown under the Mac/System Preferences/Sharing/Options .  smb:\\xxx.xxx.x.xx  and also the name for the local Mac name.  I closed Network on the windows machine.  When I reopened Network my mac was listed twice.  When I clicked the old listing i got the same 'can't access it' message. When i clicked the new item it asked for me to enter ID and PW.  I entered the Mac user name and password that was associated with the sharing permissions granted.  and bingo, my shared folders showed up.

I don't know if this has to be done each time or not but it at least worked once.
