Photos in the iCloud photo library are kept in chronological order. You must either be looking in the wrong album or the photos don't have the dates that you think they do.

Apple TVThen you should think a little bit more before you ask and ensure you ask the question you want an answer to.
You asked if the photos could be displayed in chronological order in the iCloud photo library.
Now you are asking for them to be in reverse chronological order and now you mention an album instead of the iCloud photo library.

So, in fact the answer to my question is NO ?
No, As I have already stated, the answer to your question was yes, you changed the question in your second post. However the answer to your second question is also yes or at least its is for me. The first image is my test album '0000' in chronological order, the second is in reverse chronological order.

As well, it is relevant to tell us which of the various "views" you are referring to, as you can look at the photo library a number of ways and from multiple devices.
Each may have it's own way of giving you what you are looking for.
