Feb 8, 2016 7:56 AM in response to Farshidehbanooby TJBUSMC1973,★HelpfulWhat do you mean your Apple ID is 'inactive'? Apple IDs never become inactive, except in cases where you contact Apple, verify your identity, and have them delete the Apple ID.
Go to iforgot.apple.com to reset the password to that Apple ID, then use that information to sign out of iCloud on the device.

That means that the email address you gave them is wrong, was blocked by your ISP, or the email arrived but is in your junk or spam folder. There is no other way to turn off iCloud, other than to use the Apple ID and password that it was turned on with.
