Q: my apple id have been disabled, i have gone through all the steps to get it back on but still cant. how do i get it fixed?

ipad 4g. 32gb, 1ghz processor, version: 9.2.1(13D15), iOS 9.2.1

my apple id was disabled, i tried the steps provided in Manage your ID by changing my password severally with the one time password but still can not update, download or purchase new apps. how do i get it fixed?
