Are yo following these instructions for setting Continuity up?

Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support

Note that you do not do the normal BT pairing between a device and a Mac. I iOS devices like an an iPhone do not pair to a computer but can connect via BT for specific tasks like Continuity
