Q: If I restore a backup will the Recently Deleted album also be restored?

When I restored a backup to a new phone, the Recently Deleted photo album was empty. All other photos were there. Does this folder get backed up?

iPhone 6, iOS 9.2.1

I have read these, but they do not address the Recently Deleted folder. I do not have my pictures sent to the iCloud, but they are set to be part of the backup. I have all of my Camera Roll pictures, but noticed the Recently Deleted folder was empty when I thought there were couple pictures there. Thank you for trying to help!!
