What exactly is the problem> why exactly can you not migrate the library? What format is the EHD? How is it connected? Is it used as a TimeMachine backup volume? What else can you tell us?
Basically if everything is correct (and since you have chosen not to share any information at all with us only you know) then when you launch Photos it will migrate the last used library - if for some reason it does not then just drag the library to the Photos icon in the Dock

If so, here goes and sorry in advance for my lack of proficiency).....Morning and sorry about my weak question........... I downloaded El Capitan and ever since I canot use iPhoto anymore but Photos which I don't know or understand. My iPhoto Library is on an EHD (format Mac OS) which won't migrate to Photos. I cannot open it either in a Windows laptop....... I have had a look at various support questions and answers but find many have a similar problem. When I ask to download iPhoto from the Apple Store, it tells me it is not available on the Apple Store.fr site (I am probably registered in France since our internet provider is there although we physically live in Marrakech! I did that because I am a Scot but my wife is French and she needs to use this Mac from time to time (her inglish isn't great)..... I am not very proficient either with Apple since I worked all my life with Windows so everything is a bit of a mystery. Sorry, I also use the Toshiba External Drive for TimeMachine....... What else can I tell you????? Kind regards

Feb 16, 2016 10:02 AM in response to innesduncan53by LarryHN,You can use iPhoto - it is in your applications folder and the current version 9.6.1 works great - if you do not keep your software up to date see Can't Update iPhoto because it is not available in the App Store
But it is better to migrate to Photos since iPhoto will quit working with some future OS upgrade
What is the exact format - it must be Mac OS extended (journaled) - Mac OS is not an available format
And again why can you not migrate to Photos - migrating to Photos works fine if you do it correctly so you have to tell us what is happening
and not Windows will not open any Mac formatted disk without special software
the reason I ask the questions I ask is that we need those answers to help - so far you have not answered any of them

On top of that, I don't know how to do a screen impression to show you that my EHD is OS X Extended (journaled) but I do not have that Ignore ownership on this volume thingie! It is unlocked........ the three names mentioned (where Ancient Amphhibian is) is systeme, wheel and everyone. I log in on Rakouane which isn't there but when I added him/me, iit appears as read only (my info is all in French as I gave a French address which corresponds to our bank account one)....So I thought I had succeeded but when I pull the iPhone Library to Photos in th Dock, I get to 8% then a message appears which says I do not have proper permission.............

However, I still cannot get access to my iPhotos library. I don't know how to use the Time Machine to reinstall the old version of OS X so I am stuck and just have to learn El Capitan. However I am not sure that my problem really stems from that..... When I first bought this Mac (my very first one), I gave a different ID which was linked to my old yahoo.fr email address which I've had to change since. When I ask top download the latest version or reinstall iPhoto through Apple Store, I get a message that it doesn't exist in the French Store (I am automatically directed there since my bank details are in French and I wanted my French wife to be able to use this Mac if she wished). Or I get a message that my iPhoto was bought by another ID or refunded or even cancelled.
When I try and drag the iPhoto's library from the EHD, it reaches 8% then a message appears saying I am not authorised to access folder..... There is a link to Apple support.com/fr-fr/HT204484 which asks me to open Terminal and type in the command sudo chown -R you_username /Users/your_username/Pictures followed by sudo cown -R 700 /Users/your_username/Pictures
There are two problems - my photos are not in Pictures (Images in french) but the EHD and, secondly, when I am asked the password, I cannot type anything!
I can assure you it is all quite infuriating because I have loads of photos which I can no longer access at all........

Can it be,that the external drive has been used by Time Machine? You cannot open a photo library in Photos, if the library is on a drive that has been used by Time Machine.
Move your iPhoto Library to a different external drive that has not been used by Time Machine and ids locally mounted (not a NAS or similar). Then Photos should be able to open the library.

Apple stopped the development of iPhoto, so you cannot purchase it any more from the App Store in any country. And the "Updates" tab of the App Store does not work for iPhoto anymore too. As explained by Larry, you can only update by reinstalling. Sign into the App Store with the AppleID you used when you set up your Mac. Then check, if you can see iPhoto on the fourth tab of the App Store "Purchased". If iPhoto is showing on the Purchased "Tab" for your AppleID, delete the iPhoto application from the Applications folder. Don't empty the Trash. Open the App Store again, open the Purchased tab, enter ⌘R to reload the Purchased tab. It you are now seeing "Install" to the right of iPhoto click "Install".
