If you delete them from your iPhone they remain on your “purchased” list in case you wish to install them again in the future. They take up no actual space on iCloud and you are not counted towards any storage you may subscribe to.

They are not taking up any space in your iCloud account. They reside "in the cloud" in that the entire App Store itself is just a giant cloud based (I.e. Internet based) online store front. It would be pointless to even put them into your own iCloud accounts quota space as you can always just redownload them from the online store itself.
And you cannot delete your purchase history with the inline App Store. From iTunes on your computer you can hide apps - Hide and unhide purchases in iTunes or iBooks on your Mac or PC - Apple Support
