Use AirPlay to wirelessly stream content from your iPhone, iPad, or iPod touch - Apple Support
Note the section for peer to peer airplay. The iPad2 does not support that. I suspect if the ATV4 was on the same wifi network as the iPad2 it would work.

Apple TVTry the following steps, check whether things are working after each step where appropriate, before trying the next.
- Check AirPlay is turned on on the Apple TV (turn it off and on if it already is)
- Check that both devices are on the same network (Settings > Wifi, on the mobile device and Settings > General > Network, on the Apple TV).
- Restart the Apple TV (Settings > General > Restart).
- Restart the Apple TV by removing ALL the cables for 30 seconds.
- Restart your router. (Also try removing it’s power cord for at least 30 seconds)
- Restart your mobile device.

Feb 16, 2016 3:38 AM in response to ronaldfromleidenby Rudegar,2 wifi devices does not communicate directly with each other they communicate using a router or switch
so unless the router is set to not bridge ethernet and wifi then it should be 100% transparent for the iPad and appletv that
one is on wifi and one is on ethernet

Apple TVYes but there is no reason why the iPad on wifi and the Apple TV using ethernet can't AirPlay together so long as the wifi and ethernet are the same network.
Peer to Peer will require a wifi network anyway.

Feb 16, 2016 6:09 AM in response to ronaldfromleidenby Rudegar,if it's not then it's because the ethernet and wifi are not bridged http://www.wikihow.com/Bridge-an-Internet-Connection
or because the required ports are not allowed TCP and UDP ports used by Apple software products - Apple Support
there are a lot of issues with people setting or asking the tech to set up their network hacking bullet proof and ending up with very locked down networks where only port 80 is open and them being confusing why so few things works in term of things like this
