Some suggestions ....Restart the device and try again.Try another WiFi network. Use iTunes if at all possible.

We need a little more information from you. At what point are you stuck in the process? Once you perform all of the steps in that support article, the process is completed.

can't activate ipad because the activation server cannot be reached
