if you reformatted your drive there is no OS for it to go to.

If you have a time machine backup you can restore from the backup

Use Time Machine to back up or restore your Mac - Apple Support'

if you do not have a backup but your computer supports internet recovery (see enclosed link for models that support it) you can download a copy of OS X that came with the system

    https://support.apple.com/en-us/HT202313

otherwise if your computer does not support this feature you will need the disks that came with the computer to restore the OS.

Once you have installed a working operating system you can upgrade to any OS that you associated with your Apple ID. If you do not see an OS that predates 10.11.3 available to you from the App Store then you did not have the OS associated with that ID.
