- go to http://www.apple.com/support/itunes/ww
- click on your country's flag
- click on the Contact Support at the bottom of the left-hand column
- click on Contact iTunes Store Support on the right-hand side of the page

Each time you need to wait up to 48 hours for them to click a button on their end. Then they ask you to log out your Apple ID on your device, and log back in. Then it's fixed, it's stupid. Waiting 48 hours for them to click a button and relogging in is time consuming. They need a fix on our end where we just relog and it's fixed....
