Yes, if you dont havent purchased your iphone how can there be any photots to upload? The pictures you are seeing could be from an old iphone or if you took a picture with the incorrect time and data settings on the phone.

I have had several iPhones and Macs...I have photos in Photo that go back 10 years.  I would have thought that if all were uploaded to iCloud, I could see those on my iPhone as well?

    No it's not correct.

If you have iCloud photo library enabled, it should upload (and download) all photos regardless of when they were taken.

If you are only using Photo stream, it will upload photos taken after Photo stream is enabled (not from the date of purchase of the phone)

Thank you for letting me know I'm not crazy!  I was told this morning via phone from AppleSupport that the date of the purchase of the iPhone had something to do with it.  That didn't make any sense at all.  All of the photos are clearly on iCloud, I can see them on iCloud.com, but for some reason, they won't show up on my iPhone.

Please start by telling us your “iCloud Photo Library” and “My Photo Stream” settings on all of your devices. (Settings > Photos & Camera on your iOS device and Photos > Preferences > iCloud on your Mac)

Please also advise if there is any ongoing sync activity on any of your devices (Activity includes uploading, updating, downloading or preparing).

On the Mac I have enabled iCloud photo library enabled, my photo stream is not.  On my iPhone, iCloud Photo Library is enabled and Photo Stream is enabled.

What about ongoing sync activity on the phone, what do you see at the bottom of the photos > moments view.

No other syncing right now.  It does say "264 Photos, 6 Videos, Uploading 268 Items".  I have well over 4,000 in my photos that are accessible on iCloud.com.

If it's uploading items, it will have to complete this upload before it will begin to download any photos.

Shouldn't that not take more than a few hours at the most?  This has been going on for days, maybe more.

It depends on your upload speed. Is the number going down at all.

If you have any large videos they may take quite a while, although a couple of days does seem a long time.

I have about 20,000 photos in my library, my initial sync took a couple of weeks.

Keep in mind... most ISP's are providing huge amounts of download speed, but not necessarily fast upload speed.

Check your ISP's service levels to see what upload speed you can expect.

My upload speed is 5.75 Mbps. There's no way this should take that long. I do have a few videos, but each is no more than 30 seconds. No movement in the numbers.

Still not as fast as the download, but I agree you should be seeing movement.

Nothing much else to try to but stopping and starting again. Having concurrent DL and UL is not helping much either. The Cloud is always calculating what needs to be downloaded  and if it keeps getting new uploads, it may be starting that analysis all over again.
