If you get the message "You can't sign in at this time. Please try again later" when signing in to iCloud on your Mac, you can find some steps to try at iCloud: Account troubleshooting.
If you also can't sign in to iCloud.com using a web browser, see iCloud: If you have trouble signing in to iCloud.com.
If you can sign in at iCloud.com but not on your Mac, you can also try Resetting your keychain in Mac OS X.
