I have iPhoto version 9.6.1 on El Capitan, which I have not used yet.
I forget which version I upgraded to for iPhoto '11 on Lion, because it is currently compressed while I use iPhoto '09. I will run it once my Time Machine backup is complete and let you know.

I have iPhoto version 9.6.1 on El Capitan.
If you are already on El Capitan with the latest version of iPhoto, then does nothing remain to be done.
My current iPhoto Library exhibits no problems.
It is just a precaution to repair. Problems may remain hidden until an update or upgrade of the library needs to rebuild the library in a new format and accesses each and every photo.
But you are on the safe side, since you are creating a backup before you upgrade.
It is just safer to do a repair on the original system than having to run a repair on a new system after a failed upgrade.

I want to maintain one set of iPhoto Libraries for use in each of these versions of OS X.
When I do so, will the Library created by this version of iPhoto '11 continue to operate with iPhoto '11 for Lion? If not, then I will probably only use iPhoto '11 in Lion and not upgrade it for version 9.6.1 in El Capitan until I am forced to do so.
2) I still do not understand what you mean by "repair." I have opened my iPhoto '09 version 8.1.2 in Lion and I do not see any menu item labelled Repair.

I also seem to be running into a Time Machine problem that is preventing me from completing the first full backup, so until I can fix that problem, I will continue to use iPhoto '09.

I did find a solution for installing iPhoto on Lion.
What you need is either an iLife 11 DVD, or you can get the installation package using some torrent application. See e.g.

It is also claimed that iLife comes as part of the Snow Leopard installation media, which you can also find on the web:

However, I tried the Snow Leopard installation media and to me it seemed that there would be no option of installing iPhoto only.
So it was down to getting iLife 11 with a torrent, installation of it, and then upgrading to iPhoto 9.4.3, which seems to be the most recent one supported by Lion. Now, another matter is how I get my iPhoto libraries to work again, but that is a matter for tomorrow since it is late now here in Finland.

iPhoto has built-in library First Aid Tools. They are are nit visible in the menus, but you launch them by holding down the key combination option-command while launching iPhoto. They look a bit different for each version, see: https://support.apple.com/en-us/HT201769
There are several repair options. As a precaution I'd use the ones with "repair" in the name, not the rebel ones.

Generally, any version of iPhoto '11 can open libraries created by earlier versions of iPhoto '11 and iPhoto '09. So you can open your iPhoto 8.1.2 library in any version of iPhoto '11. But as soon as you open it in a newer version, it will be modified, so the older version of iPhoto can no longer read it. You will have to take care to copy the libraries before opening them in a newer version. Always start iPhoto while holding down the options key, so you are presented with the library chooser panel.
If you are working on photo books, finish them in the version that you created the projects in. The templates keep changing between versions, so it is a lot of work to finish a book in a different version. And get your iPhoto Books printed before March 31., Some forum members have posted here, that Apple employees at the the Apple Stores told them that printing books from iPhoto will no longer be possible after March 31. iPhoto 9.6.1 is working on El Capitan, but the support for iPhoto is no longer guaranteed.

That is not correct: the official Mac OS X Snow Leopard Install DVD does not include iLife. It used to come with certain Macs, but separate from the operating system.

If you did not pick a different location, when the Library has been created, it will be in the folder Pictures in your Home folder. The folder Pictures may have a different name on your system, if the system language is not English, but the folder will show a camera icon.
