No. To get iTunes Radio, except for Beats 1, you need Apple Music.

How is it that Apple can just arbitrarily change their service?  When I signed up for iTunes Match, free radio was included in the price.  Now it's gone, the price remains the same, and I've received no notification from Apple that anything has changed.  Shame on you Apple.

    Goodbye iTunes.  Hello Google.

Because the Terms of Service you agreed to when you signed up for iTunes Match said they could.

Some people have reported calling Customer Service and cancelling iTunes Match and getting a prorated refund.

You just said it. You didn't pay for the radio service so it wasn't really part of the purchase. If I go into a bakery and they toss a doughnut in with my bread purchase one day and do not the next day I can't really complain to them can I?

Perhaps I should rephrase thIs then.  When I originally purchased iTunes Match, part of the service offered AND ADVERTISED was unlimited internet radio.  It wasn't, 'as an added bonus', or 'for a limited time only', or 'because we appreciate your business'.  It was an integral part of the product.  Now this very large part of the service which I purchased has been removed.  Apple, however, happily continues to allow my subscription to auto renew (which I have now obviously disabled) even though I'm getting half of the product that I purchased.  This doesn't make me a happy Apple customer.

Again, the Terms of Service indicate that Apple can change things at any time. I'm not saying you have to like it. You should definitely submit feedback:
